Susan Rice, US Ambassador to the United Nations (July 27, 2012)
on Implementation of UN Security Council Resolution 2046
" The United States commends South Sudan for withdrawing all of its security personnel from Abyei, accepting the SDBZ map, sending its monitors to Asosa and tabling a comprehensive and constructive proposal for resolving all outstanding issues."
"The United States strongly condemns Sudan’s July 20 bombing of South Sudan’s Northern Bahr El Ghazal State. This incident constitutes a serious violation of Resolution 2046 and marks a recurrence of violence, which had abated in the period since the Resolution’s adoption. While Sudan has withdrawn its military forces from Abyei and sent its monitors to Asosa, Ethiopia, Sudan has failed to accept the Secure Demilitarized Border Zone (SDBZ) map, thus preventing the activation of the Joint Border Verification and Monitoring Mechanism (JBVMM), and has yet to withdraw its oil police from Abyei
The United States remains deeply concerned about the grave humanitarian crisis in Sudan’s Two Areas. Sudan’s failure to negotiate with the Sudan People’s Liberation Movement-North in good faith further violates UNSCR 2046, and the United States condemns Sudan’s failure to allow neutral, life-saving assistance into Southern Kordofan and Blue Nile as provided in the Tripartite Proposal"
